TH Common Assessment Framework (CAF)

State Treasury is the central government agency in Finland developing modern and high-quality public management by creating favourable preconditions for the productivity, efficiency and service capacity of state units. It provides information and tools related to personnel management, fiscal administration and development of leadership and change management.

State Treasury also acts as the national organisation in charge of Common Assessment Framework (CAF) dissemination in Finland. State Treasury works in close cooperation with the Association of Finnish Local and Regional Authorities in order to promote use of CAF and keep up the good quality of public services. CAF is the most used quality framework among public organisations in Finland.
