Most of the state guarantees administered by the State Treasury are partial guarantees attached to private persons’ loans for owner-occupied dwellings. The house-specific interest subsidy loans granted by the Housing Finance and Development Centre of Finland also include a state deficiency guarantee. Furthermore, the State Treasury administers guarantees granted on the basis of the law or by a Government decision.

For private individuals
A State guarantee for loans for owner-occupied dwellings may be granted to a private person who owns at least 50 per cent. A state guarantee may be granted if the dwelling in question is purchased for one's own regular use. The State guarantees part of the housing loan granted by a financial institution in accordance with valid regulations.
For communities
The State Treasury administers certain state guarantees granted for communities.These include guarantees granted on the basis of the law or by a Government decision.
Furthermore, interest subsidy loans granted by the decision of the Housing Finance and Development Centre of Finland include a state deficiency guarantee. The State Treasury invoices the guarantee payments collected on state guarantees involving a charge.
