The State Treasury is the Ministry of Finance’s most important partner with regard to the implementation of central government steering. Our values are common good, customer relations and well-being and development. The agency was founded in 1876. We employ about 300 people.

Vision

Shared government service solutions verifiably enable the realisation of significant benefits related to effectiveness and productivity that benefit both the customer and central government operators.

Operating principle

The State Treasury is the Ministry of Finance’s most important partner with regard to the implementation of steering. We play a role in ensuring that:

  • Central government organisations have access to the financial and personnel information required for management
  • Central government and individual government organisations have access to high-quality services and information systems required for administrative duties

The State Treasury manages the services for citizens and communities for which it is responsible in an efficient manner, ensuring high quality.

Values

The State Treasury's values are common good, customer relations and well-being and development.
These values provide the direction for all State Treasury operations. They are manifested in the decisions, operations and operating models carried out by the State Treasury, taking the principles of sustainable development into account.

Common good

We identify and promote solutions for the overall good of society. We accept the shared values of central government. Our operations do not contradict the goals resulting from political steering.

Customer relations

Our objective in service provision is high quality. We understand our customers’ needs, while taking the feedback and development suggestions we obtain into account. We provide our customer with positive service transactions.

Well-being and development

We actively seek development suggestions and react rapidly to these.
We are committed to the development of our work community and ourselves.
We value one another’s work.

Our operating environment

The State Treasury provides central government organisations with internal services. In this role, our essential strategic objective is to enable savings and growth in productivity in government agencies and institutions. Our methods to these ends include:

  • The development of shared operating methods such as financial and personnel administration operating models and occupational well-being
  • The development of information systems and services, such as Kieku and other financial administration systems
  • Participation in the Government Human Resources Services unit in the development of internal central government job market

Societal effectiveness objectives related to the State Treasury operations

The Ministry of Finance has set the following effectiveness objectives for the State Treasury:

  • Government financial administration forms a transparent entity, complying with the principles of good administration and operating productively, that supports the development of the effectiveness and productivity of agencies and institutions.
  • Financial reporting (including information warehouses and monitoring targets) are available to those who require them; the methods, processes and information systems of financial administration are modern, unified and easy to use; and government financial administration has been arranged efficiently and reliably.
  • The Government Human Resources Services unit at the State Treasury supports good personnel management, while promoting longer careers, relocation of personnel and internal mobility.
  • Government borrowing, liquidity management and the related risk management are carried out in a high-quality, cost-efficient manner.
